Guidance on joining the meeting by Zoom:

You can choose how you view the meeting using the app if joining via the internet – “Gallery view” shows you multiple participants

Please note that by default you will join the meeting muted (i.e. you will not be sending sound out to the rest of the participants) – please leave yourself muted unless you need to speak, and when invited to do so by the chair, and remember to re-mute afterwards. This is needed to ensure that the call is not made very difficult to follow by background noise from multiple people, which can be extremely disruptive to the call.

We suggest that members of the public not enable their camera, unless wishing to be seen when making a contribution to the meeting. This saves bandwidth and reduces the size of the recording for the minutes. Please note that our meetings may also be streamed to our Facebook page, where they may remain and be viewed after the meeting has ended.

If joining on a PC, tablet or other device, please set your screen name to a recognisable form of your actual name so that other participants know who you are – this is required if you wish to participate via either speaking or using the text chat.

If joining by computer, you can find a button to “Raise your hand” to ask to speak under the “Participants” menu, accessed by pressing the Participants button (looks like a human figure, in the middle of the bottom part of the window). Decision Notice by Argyll and Bute Council on our application for an Island Community Impact Assessment Review

Last autumn, Tiree Community Council asked Argyll and Bute Council to review their decision that an Island Community Impact Assessment was not needed during the appointment of the Executive Head Teacher at Tiree High School.

This was not a criticism of the appointment itself. It was an attempt to see how the Council was interpreting their duties the Islands Act.

A recent report by the Scottish Government about the Island Act includes the passage:

‘Part 3 of the Islands Act gives island communities a strong voice in relation to policy through the obligation on relevant authorities to have regard to island communities in carrying out their functions and to undertake Island Communities Impact Assessments (ICIA) when required and if not required by making such an assessment or taking such other steps thought appropriate. An ICIA must take place when a piece of legislation, policy strategy or service will likely affect island communities in a different way than how it would affect communities on the mainland or other island communities. Scottish Ministers are determined to ensure that this is not simply a tick box exercise.’

Or submission ended with the passage:

‘We therefore believe that there is a clear and compelling case under the Islands Act for ABC to do an Island Community Impact Assessment (ICIA) on the shared headship involving Tiree and Oban High Schools.

We go further. Argyll and Bute Council has carried out just three ICIAs in the last twelve months. We argue that only when the Council starts to perform ICIAs frequently, without being asked and with a genuine desire to improve their understanding of their island communities, will they be able to discharge their responsibilities to their twenty-three inhabited islands.’

This is the Council’s decision.

Minutes of the inaugural December 2022 meeting of Tiree Community Council

Inaugural Meeting of the Tiree Community Council held in An Talla Centre on Monday 19th December @ 2pm 

Present:        Jacqueline Bennett,  John Holliday , Phyl Meyer, Shona Barton (on behalf of the Returning Officer)

One member off the public attended

  1. Shona Barton, on behalf of the Returning Officer, welcomed all to the meeting.
  2. An apology for absence were received from Tim Arkless.
  3. There were no declarations of interest.
  4. It was agreed to appoint Phyl Meyer as Convener of the Community Council.
  5. It was agreed to continue the appointment of a Vice Convener.
  6. It was agreed to appoint John Holliday as Secretary.
  7. It was agreed to appoint Jacqueline Bennett as Treasurer.
  8. It was agreed to continue the appointments of specialist administrators.
  9. The community council considered and adopted the Model Constitution.
  10. The community council considered and adopted the Model Standing Orders.
  11. The community council considered and adopted the Best Practice Agreement.
  12. Shona Barton highlighted a range of governance issues including timescales for issue of agenda and minutes; the co-option process; forming committees; information on complaints processes and the process sanctions; Data Protection and training opportunities

It was noted that any policies which had been agreed by the previous Community Council would still remain valid until such times as they are reviewed by the new Community Council.

13. The date of the next meeting will be on Wednesday 11th January 2023 at 7pm                             via Zoom and thereafter meetings would be held monthly on the 2nd Wednesday of the month (with the exception of January and July).
